Update to SchemeServe Application

This update included:

1. A fix for reports not completing when Reports API processing enabled.
2. A fix for AutoComplete enabled dropdowns loosing their selected value on re-quotes.
3. A fix for uploaded case documents with certain names causing errors.
4. A change to add errors as referrals in batch renewals. (already in production with Batch Renewals)
5. A change to use a system auth token when notifying Digit of updates when current user auth is insufficient. (already in production with Case Importer)
