Update to SchemeServe Application

This update included:

1. A fix for very large rating file sections timing out when run.
2. A fix for Api Response questions not re-indexing correctly when MultiPage pages are removed.
3. A change to pass extra transaction data to Digit.
4. A change to add rating re-run events to the Case Activity tab.
