Update to SchemeServe Application

This update included:

1. A fix to report editing where the auto-complete does not always initialise for existing columns.
2. A change to the policy switch agent to add an option to include the client for that policy in the switch.
3. A change to the client switch agent to add an option to include the policies for that client in the switch.
