Update to SchemeServe Application

This update included:

1. Change to reduce number of results returned when clicking "View" on the case page "X policies were found to have X" warnings.
2. Change to only allow Administrators to access the Settings page.
3. Change to password reminder and forgot username responses so timings are equal between success and failures.
4. Change to remove some old environment redirects as now unused.
5. Change to make all canonical URL's lowercase.
6. Change to set page title of Contact Us, View Article (when no article found) and Quote Questions (when no scheme found)
